They say that you hire for attitude rather than skill because you can teach skill but it is very difficult to adjust attitudes. As a result, the best practice is to hire people who have the right attitude even if they are unskilled as opposed to people who may be skilled but are lazy or have an entitled mentality.
Consider this, before the minimum wage laws were imposed young people would be willing to work for very low wages. The reason for this is because they acknowledge that they have the minimal skill to offer but they are willing to learn a trade.
The net result was usually beneficial for both sides, the businessman got value from the labor of the worker while the worker got paid, a modest amount, and gained skills in the field that he could later use to qualify himself for better pay.
